Is this light the end of the tunnel?

Just by chance today I decided to have a look at how things were going with the Thames Tunnel Commission, and after typing the usual words in Google (may the Web bless it and grant it peace), and to my surprise, it appears that this commission has indicated its opposition to the project. Well, it is not a direct and complete opposition to it, but something rather more subtle. However, none of these news, and neither Lord Selborne (the environmental expert leading the commission) seem to refer to the main cause of the problem, and that is the current system that allow us to dump our excrements in the sewers, instead of trying to recycle them... Ah, well, at least it's a start. We'll see where it goes from here.
